Consider Approval of Ratifying the Purchase to Cellebrite Software as a Sole Vendor in the Amount of $15,900.00 for the Purchase of PD Equipment Utilizing RICO Funds; and Waiving the Bid Requirements and Approving the Sole Vendor in the Best Interest of the City.

Police staff recommends the City Council ratify the purchase made to Cellebrite in the amount of  $15,900.00 for the purchase of Cellebrite Hardware and Software.



On May 29, 2018 Council approved a $15,000 grant to be awarded to the Coolidge Police Department from the AZ ICAC (Internet Crimes Against Children) Task Force through the Phoenix Police Department for the purchase of Cellebrite hardware and software.  A stipulation was the funds must be spent by June 30, 2018.  Shortly after the purchase was made, AZ ICAC informed CPD they could no longer provide the funding.  The Cellebrite device and software is an invaluable tool for the investigation of serious crimes against children, therefore Staff is recommending the ratification of the purchase utilizing existing RICO funds.  


Cellebrite is the sole developer and manufacturer of the Universal Forensic Extraction Device (UFED) Mobile Forensic solution. See sole source letter attached. Cellebrite is a mobile forensic extraction, decoding, and analysis tool that extracts logical, file system, and physical data from mobile devices (i.e., smartphones, cell phones, tablets, GPS units, SIM cards, memory cards, and USB devices), including live and deleted data, phone numbers, call logs, text messages, SMS messages, app data (social network and other), location data, pictures, videos, and voice messages. Mobile Forensic data extraction is now an industry norm and jury expected investigative technique.



The fiscal impact is $15,900.00 to existing Police Department RICO funds.
