RECOMMENDATION

Adopt the Title VI Implementation Plan with the updates requested by ADOT Civil Rights for 2018 for the Transit Department in compliance with the Arizona Department of Transportation and Federal Transit Administration requirements.  

 

DISCUSSION

The Arizona Department of Transportation (ADOT ) is a recipient of federal financial assistance.  All recipients and pass-through entities (subrecipients) are required to comply with various nondiscrimination laws and regulations, including Title VI of the Civil Rights Act of 1964 ("Title VI").

The City of Coolidge is a subrecipient of the federal financial assistance through our transit grant agreement with ADOT. 

The last Title VI Implementation plan was approved by the City Council in 2016.  City Staff submitted the plan to ADOT and they are requesting some additional updates at this time. Staff has updated the document and a summary of the revision is listed below.  The following areas were revised:

Page 14 - added sample public participation documents.

Page 23 - checked a box that the City does not monitor subrecipients.

Page 24 - inserted statement about training including assistance to a Limited English Proficient person, and maintain a training log. 

Staff is requesting Council's adoption of the plan and authorize the Mayor to sign the policy statement.

 

FISCAL IMPACT

Failure to adopt a Title VI Implementation Plan will prevent the final award of ADOT Transit funding.
