Staff recommends that the City Council approve continued participation in the Pinal County Drug Task Force by the Coolidge Police Department by authorizing the City Manager, City Attorney, and Police Chief to enter into the HIDTA HT-18-2820 Grant  Agreement.




For many years, the Coolidge Police Department has been a participant in the HIDTA Grant which is funded by federal monies.  In years past, the Pima County Sheriff’s Office acted as the pass-through agency to distribute the grant funding to individual drug task forces throughout the State. The City of Tucson Police Department has taken over that role.


The Pinal County Drug Task Force is funded, in part, by the HIDTA Grant.  The Coolidge Police Department assigns an officer full-time to the Task Force, and in return, the salary and overtime for that officer is paid by multiple grants.  The HIDTA HT-18-2820 grant pays for the officers overtime. The officer works directly with Task Force officers to interdict drug activities throughout Pinal County.  The Task Force investigates drug activities in Coolidge in cooperation with the Coolidge Police Department. The contract would cover January 1, 2018 thru December 31, 2019.



Expense to the City is minimal.  The Grant pays overtime for the officer. The remainder of his salary, transportation, and fuel is picked up by a Pinal County Drug Task Force Grant. The City assumes responsibility for the officer’s uniform allowance, sick leave reimbursement, etc.
